NIPM is getting "better", but it still seems to be "in active development". In my somewhat fraught experience with it, I'm far more impressed with its ability to install software (particularly with the most recent versions of NIPM) than to remove software. This is especially true when more than one version of LabVIEW is involved.
In the few times I've needed to do this, I found it much faster to use NIPM to remove all NI Software, and then to reinstall everything I wanted. NI has "relaxed" some of the "compatibility rules" (so that you can install, say, LabVIEW 2018 after you install LabVIEW 2019, to my shock and amazement), but this feature doesn't appear to be "symmetric" -- uninstalls appear to pull out (as you've discovered) a lot of what-seems-to-be extraneous stuff.
