Where is the VI Library Manager

I am using LV Full 6. LV help says VI Library Manager is on the Tools menu.
I don't see it. What's up?

Mhm, should be there: Tools/Edit VI Library... It's the sixth entry in that
menu.

There's a download on the NI site for it... they said they accidentally
forgot to include it in the 6i release...
