Just want to find out if anyone out there knows what is the usage of the dir.mnu file used for.

.mnu files hold information about LabVIEW palettes. They are not directly editable by LabVIEW users. You can customize your palettes by selecting Tools > Advanced > Edit Palette Views. For much more information, search Developer Zone for "palette".
