What changes to NI-VISA 19.0 installer was made with specific reference to the visa32.dll?

In the past, we have see the NI-VISA installer load a NI version of the visa32.dll in the C:\Windows\SysWOW64 directory. And if Keysight/Agilent IOLS was installed and there was a visa32.dll there, NI-VISA installer would renamed it so it won't be used.

This is shown in the attached behavior.

However, recently I've received some feedback from users saying that NI-VISA 19.0 online installer does not load the NI visa32.dll in that location and leaves the Keysight/Agilent IOLS installed visa32.dll if it is there. This is very different from what we have seen in the past and could cause issues with both Keysight or NI applications.

Could someone help with understanding if there is a change to the NI-VISA installer process for v19.0?
