WebDAV performance issue

I have a point-to-point 1Gbps Ethernet connection between my host PC and my PXIe-8135 RT controller (LabView 2015 all around).

When I try to transfer files from my controller to my PC, the WebDAV Copy File VI is extremely slow.  I see only 4% network utilization which is absolutely going to kill my ability to use WebDAV.

What could be causing the performance bottleneck?  There's nothing running on the controller other than labView RT (No VIs) and nothing other than the file transfer VI. 

• I'm seeing (In large file transfers) only 4.5MBps of file transfer speed which makes me doubt I have a disk I/O bottleneck.
• I've also disabled my firewall and virus scanner so those aren't to blame.
• I've edited the registry HKLMSOFTWAREMicrosoftWindows NTCurrentVersionMultimediaSystemProfileNetworkThrottlingIndex and set it to FFFFFFFF per Microsoft just in case Windows 7 was throttling the network.  No effect.
