Have used a netbook with XP before for target application and need to know if netbook with Win 7 starter will work.

What do you mean by "target applications" ? Applications created by Labview? If so, you have to add a line to setup.ini file in order to have the application installed on Windows 7 Starter Edition.

Yes, it will work just fine.

(The INI entry mentioned is only needed with older LabVIEW versions. What version do you have?)
