what is the sequence for upgrading from labview 5.1.1 to 2013?

If you need to update your development system I suggest you contact an NI rep and ask about your options.

If you are upgrading an entire system from 5.1 to 2013, I would check out the hardware, make sure any change of PC can accomodate the data acquisition cards. My old 5.1 system ran windows NT and the DAQ cards lived in ISA slots. To make things more interesting thy used the traditional DAQ drivers (not DAQmx), upgrading in my case needed a re-write.

 

In terms of upgrading any existing VIs, I seem to remember that you can use version 8.2 as an intermediate step.

As has been said, use LabVIEW 8.2 to mass compile your VIs.  You will then want to mass compile then again using LabVIEW 2013.  And be ready to fix a lot of errors.  A LOT has changed since the 5.1 days.  And if you were using any kind of DAQ, then you might as well just totally rewrite them.  You will need to change from the Traditional DAQ to DAQmx.  It was a major API change that NI did around the 7.1 days.
