I am looking (without success) for an ISO standard, issued papers, or similar standard that spells out HMI design issues, especially with regards screen formats, best backgrounds to use, etc.
Any suggestions?

A good starting place is BS EN 60073:2002 - Basic and safety principles for man-machine interface, marking and identification. It makes reference to a few other standards but I've not been through any of those myself.
If you've got access to a good library, have a gander at the Encyclopedia of Human-Computer Interaction. It's pretty hefty, but it's an excellent reference for anything UI related.
