Tip strip does not show up when the property and option are set properly

I am using labVIEW 2019 in Win10. The tip strips option is checked as follows. 

But it does not work when I move the cursor over either a control palette object or a front panel object:

What is causing the problem?

They only show when the VI is running (or in CTRL+M mode).

In edit mode, they show in the help (CTRL+H).

About 1 sec., counting from when the mouse freezes. So no tip strip if you keep moving...
