There is no LabVIEW 2022 community edition (and the community edition is also only 32bit.).
(LabVIEW 2022 is currently in beta and if you are using that, you should give feedback in the dedicated beta forum)
It is not clear at all what you downloaded and from where. Can you show us the link you used?

It is generally a very bad idea to manually put any files in the rood directory of the boot drive. Why would you even do that?
