I tried accesing the web service manager and the computer browser keeps telling me there is a certification problem. Also I cant view the published web services since aperantly HTTP is deactivated and I dont know where to activate it again

Are you using Google Chrome by any chance? Try using a different browser to access the Web-based configuration manager.
