I know that your advice is good.
I don't have enough Labview Expertise to perform all of the tasks.
On the particular code that you sent, i'm not sure that is possible the encoder working with 1 sample.
If I run your example, the position is not updated. I think counter needs to know the previous positions to increment.
I have different problems to solve.

Yeah I'm not too familiar with encoders and their hardware so I wasn't sure how that worked. I'm unsure how to get a time associated with each position.
