LabVIEW comes with a lot of ready-to-use functions. IN the PID toolkit you will find functions like "PID Setpoint Profile" which actually does what you need. Do you have access to this toolkit?

(Your request breaks down  to just a loop, which autoindexes an array containing a setpoint and a wait time…)
