In most normal situations the RE and DE pin are tied together to control the data direction of the IC. It is either (low) receive or (high) transmit. Default is receive and you should drive both pins.
With a window computer this is handled by the driver. The way you showed looks the correct way.
Maybe you can try to use DTR and set the mode in RS-485-Auto.
