Project / VI won't open

I have a project file that when I try to open up in LabView 2017, nothing happens (no errors, no project opens).  I believe the software was written with LabVIEW 2015 or 2016  I have attached one of the subVIs from this project.  It also exhibits the same (does not open, the file does not show up in the "All Recent Files" window.

Do you use a 2 monitor setup on your computer? Or was that VI created on such a setup?

(Is there any note of the VI window in your taskbar?)
