Packed library not loaded?

Things I've tried thus far:

* Opened every single file in library that is being packed (Using new environment 2015), saved all files, and rebuilt.

* Mass Compile of source code directory and rebuilt.

* Removed library from my packeted library project, then re-added, and rebuilt.

*

I believe I am able to solve my issue by simply creating a new build file.  I don't see any difference in settings, but that has solved two of the packed libraries.

This might help. I have seen similar behaviour. Recreating the project file did the job for me
