May be you should start "from the scratch" and create a very simple "basic" server in simulation mode, get successfully connected to OPC UA toolkit, and then step by step add some more things and check when it stopped running.
I created a very basic instruction, how it works for me — How to setup simple OPC UA Server in B&R AS.
May be this will help, at least check the differences.

I don't have access to B&R PLC.
It's provided by a third party company as it is with all my application, I need to create only a client.
And as all my devices, I can connect to them via OPC-UA correctly via PYTHON.
If I try to connect to a SIEMENS device ( I can connect via python correctly with it) I get a certificate error instead 😞

Are you able to connect via Python without certification and from UA Expert as well? Interesting. Looks like old OPC connection's Hell slowly coming back to us.
