NI license manager 4.7 updating problem

Hi all,

I am trying to update NI license manager from version 3.7 to 4.7 to use the enterprise license but the installation ran into an error (figure attached). 

I downloaded NI Package Manager from the following NI link: https://www.ni.com/en-us/support/downloads/software-products/download.ni-license-manager.html#346894

I ran the same step for 3 other machines with identical configuration and the installation ran just fine.  Any ideas?  Thanks.
