I think that the best place to start troubleshooting this issue is with DAQCard (PCMCIA) Troubleshooting in Windows 2000.
If the device is recognized in the Windows Device Manager, you may want to try uninstalling Traditional NI-DAQ 6.9.3 and then reinstalling it. Make sure the DAQCard is removed from the system during this process and then upon restarting the computer after the reinstallation, plug in the device again to see if it is recognized.
