I don't know about the Elvis platform, but I would not be surprised to see a new myRIO Software Toolkit within a few months. I'm pretty sure that NI has been working on this (along with many other things!) for about two years. One (minor?) problem is that one of the ways to run some of the myRIO's Configuration software is with a very old Microsoft product called Silverlight, which is no longer available ...
I've been developing using LabVIEW 2019 for exactly this reason -- I'm very eager, myself, to upgrade to (at least) LabVIEW 2020. I've been patient for about 18 months ...
