My signal processing toolbox is empty, I cannot create signals

The picture attached can explain it better than I. But I'm trying to generate a signal but obviosuly the tools necessary don't show up on my VI.

Sounds like you either didn't install the Signal Processing Toolkit or haven't activated the license (I'm assuming it has one).  This might not be present on every LabVIEW Installation.

The signal processing palette is not a toolkit and present in LabVIEW full and above. Could it be you only have LabVIEW base?

It may be semantics, but the TSA Moving Average is a subVI within the Signal Processing palette.  And according to the help is says it is part of the "advanced signal processing toolkit"

 

 

But other subVI's higher up in the palette don't day that, but do say they require the Full Development system.
