Regarding measurement cards, there is also the possibility of using USB-6003, USB-6002 or USB-6009 for me. However, I think it would be the same problem as you said before.

The data sheet mentions nothing about UART, at least that I could find. I would still go back to the USB-8451 that I linked to before. If I knew Arduinos better, I might go that route as well, but a RS-232 is usually a lot slower than SPI, so you could have data buffer issues there.
