We have been using basically identical programs developed under Labview 2009 Version 9.0f3 (32-bit) on a Windows XP SP3 PC. We installed the compiled programs on Windows 7, SP1 32-bit machines and they worked fine. Recently we have upgraded our development PC to Windows 10 Professional, V1709, Build 16299.371 and now we encounter a sluggish behaviour of the compiled programs (they are still installed on Windows 7, SP1 32-bit machines). It takes sometimes up to 15 seconds until the program accepts even a simple a mouse click. Does anybody have an idea what can cause this problem and how to solve it?

We once had a similar problem and could track it down (after a LOT of detective work) to corrupt UI controls.
See HERE for more information. Maybe it can help. It doesn't seem to match 100% your problem, but who knows what affect corrupt controls can have.
