Yes, a perpetual license is valid for as long as you can install it on a computer. This still is not guaranteed to be forever. If NI folds up and you want to install it on a new computer (and the NI license servers have been shutdown as no NI/Emerson is there to pay the server costs) you still have a problem. But unless that scenario happens, you are safe with your perpetual license.
The SSP, as long as it is active, gives you access to the latest and greatest (and also all previous versions) of LabVIEW. Once you let the SSP lapse, you can't access previous versions of LabVIEW anymore from the download page, and your existing perpetual LabVIEW license only lets you activate LabVIEW versions up to the version that was the latest when your SSP lapsed.
You either need to have a backup of the installer to be able to install your perpetual license on a new computer or you need to contact NI, show them proof of your perpetual license and they will issue a temporary link for you to download the according installer.

I'm not saying this is a solution, but for those on a VLA you can create a disconnected license. This works without needing to activate through NI's servers and works offline. It can be tied to a computers ID, or a user name which is handy for domain controlled PCs.

My understanding is that Community Edition is exactly the same as Pro, except a non-commercial license. This includes the application builder. I'll try to dig up something to confirm this (possibly a test laptop or a VM from CTI).
I just downloaded and installed LabVIEW Community on a test laptop and can confirm that I was able to build an executable.

Depends on how the VLA is set up. I had to go through many hoops in order to get that several years ago. Even then I was only given 1 month and the license manager was afraid of doing that. I have no clue who is in charge of the corporate license server anymore and so I am not sure I could do that again.

Not to continue derailing, but this was quite trivial for me. I made a user in the Volume License Manager software, assigned licenses to the user, then clicked Disconnect, entered Never Expire, and it saved a new license file that the NI License Manager let me import.
This is the quote I got. We have a LabVIEW2017 perpetual license. I proposed updating it, but this quote didn’t pass upper management.
Now I am looking for alternatives to LabVIEW since they don’t se a fit for this pricing model.

Remember that the stated goal of the current, transitional pricing structure is for you to go into the quote-request process with a target number that would be acceptable for your management, get the initial quote number (probably what you showed in your post), and then say "actually, I need it to be this target number, can you give me a discount?" And then they will offer a discount, which may or may not actually be low enough depending on what your management asked you to get (e.g., I was offered a 20% discount in June). Ideally (for NI) all on the same phone call. The intent of this process is to give us a discount and to give NI information on what companies want to / are willing to actually pay for licenses.
Or, for the next month or so, there is a deal you can ask for where you can purchase a year of SSP for your existing LabVIEW 2017 perpetual license, which will allow you to download the latest version on that perpetual license, and you can re-evaluate after a year whether you want to continue to maintain the SSP, or something else. That should be 25% the cost of a new license that you were quoted above at the most; I don't know if there are any additional discounts being offered on that deal, since it is already waiving (due to these unusual circumstances) the usual extra charge to restart an SSP after not maintaining it every year.

I'm guessing the promotional pricing is targeted at people who didn't update their licences as a result of the change to the subscription model in 2022. So those licenses would probably be no older than 2021. This one is much older and probably doesn't qualify?
A gesture of goodwill from NI probably wouldn't hurt though, eh?
