Is there utility for Windows Serial API with labview?

Err... why would you want to? That's what VISA is for. What is it that you're trying to accomplish that you can't do with VISA?

You can try looking here, but I don't remember whether it uses the Windows API or its own DLL.

There are cases for and against using VISA, so you should consider whether this is what you want.
