I think the short answer here is YES, you can do it. There is no example program to perform this section.
You can reuse the code from the FM radio software to get the audio from these TV channels. You will then need strong understanding of how is the signal is being modulated which I think is in AM and then you will find the video signal similar to
this document.
Once you process these lines, you can convert them to colors (or intensities) and generate the image signal.
On the hardware requirements, your 5660 has a 20 MHz bandwidth and the TV signal has about 6 MHz. Although this is enough, the digital downconverter of the 5620 is only 1.25 MHz and therefore you will run into problems such as
this discussion forum suggest.
Other than this, there are no other hardware constrains. Hope this helps,
