I can't open one of my VIs. Error code 3

I can no longer open one of my VIs. I get the following message:

"an error occurred loading VI 'ORTEC9353.vi'.
LabVIEW load error code 3: Could not load front panel"

My other VIs open fine, and I can't think what happened to this one. I'm running Labview 2009 SP1.

I tried the trick I've seen posted on one of the boards to add "connPaneRecoveryMode=True" to Labview.ini, but that doesn't fix the problem.
