Associate your database file with your xnet session. Then use XNET Read.vi.

Yup basically.  There are several installed examples when you install XNET under Help >> Find Examples which shows just about all the basic tasks you'd want to do with CAN.

After performing an import, you no longer use the DBC file, you use the XNet database.  You still haven't explained what you are trying to do.  You can't read CAN data with a database, you read CAN data with CAN hardware.  Explain where the data is coming from, what it looks like, what you want to do with it, and how it relates to the DBC file.
