Did you read the pretty thorough Documentation (a PDF, a Word Document, a readme.txt file)?

I notice (from the Documentation) that these files and documentation are pretty old (the Documentation refers to LabVIEW 2012 and 2013, and a VI opened at random was saved in LabVIEW 2015).

I don't know if the "5646r hardware is needed" in your Subject line is a Question or a Statement, but the documentation definitely refers to this hardware, and I suspect it is, indeed, needed.
