How to let user know when his/her runs a labview application but, fogort to connect the communication port between the device and the PC uses to run that labview application?

Use VISA timeout function. If timeout happens, remind user to check the communication connection.

How can you remind the user to check the communication connection if there's not dialog pop up in labview?

Wire the output of timeout to "case" structure. Popup a dialog yourself if timeout happens (timeout=TRUE).

What makes you think that there's no dialog popup in LabVIEW? Look on the Time & Dialog palette. If those aren't enough, look through the examples to see how to make your own.
