This is a Microsoft Installer error code. It says that a database could not be created. I would suggest making sure you have tha latest version of the Microsoft Installer on the machine. Find the install program
here.
Have you tried the CD on another machine? Another operating system? Have you tried copying the CD to the hard drive and running the set-up from there? These would be the things to try first.
