How to insert (%) in the X and Y scale for XY Scatter chart in excel

I need to insert (%) in the X and Y Scale to the XY scatter Chart (look like the XY Format Axis image). I have tried to use Active X Excel.Axis function (refer to the XY scatter image), but I did not find the format axis for number to insert % in the format code. I also don't know how to select "Select Name in this XY scatter chart (refer to the Select Data image)
