Also availavle in edit mode from "Files>>VI Properties" under the Revision history button View Revision History (OR Ctrl+Y) brings up the revision history pop-up.

Hm, Jeff, from that point of view (if you are correct with your assumption):
It seems the OP wants to remove any indication of work done by another developer.... Sounds like plagiarism!

This is why you should password protect your IP This prevents some attempts at changing the rev history since the built in ctrl+Y revision mangler opens with disabled and greyed controls. It sounds like you are arguing to change the "Need to authenticate before use" characteristic of the method.
Actually, that might not be a bad idea.
