How to create an ATF compliant database

I need to make a program that will create a database that can have new enteries added, but csnnot be changed after the entery has been made. The data base also needs to be seachable so that the ATF can check records with ease. Any ideas or helpful hint for getting started on this would be greatly appreciated. P.S. It would be preferable if this data base could be viewed in excel, but I don't know if that is possible.

I don't see where this is a LabVIEW problem. If you are looking for a database program for something like ffl record keeping, you might be better off on one of those forums for checking on approved systems.
