Use the Keitley if it meets your requirements. You should easily find the LabVIEW driver for it and you will be ready in a week if you do not know LabVIEW (if you know then it is a matter of hours). With 100nA and a budget of $400 you are going to fail if you do not have experiance in desiging precision instrumentation.
