You can change it with the Coloring tool, just like with any other control.  But if you dropped a Dialog Tab Control, you cannot change its color.  Make sure you dropped a normal Tab Control (from the Containers subpalette) and not a Dialog Tab Control (from the Dialog subpalette).

If you need to change the color programmatically, you can use a property node, and select Color»FG Color Or BG Color.
