How do I configure a webserver in an installer

I am trying to build an executable using Application Builder so that I can see the vi on the web.  I have used the web publishing tool and had success on the computer running Labview.  When I go into options and check Enable Remote Panel Server as suggested in many FAQs and I build the installer, the VI works fine but is not visible on any browser.  I have looked at various FAQs and it seems as if i'm missing some small component to get this working.  If I type localhost:8080/[name_of_vi.vi] I was expecting to get some type of response.

You can start a new project and follow all steps to understand how it works, and then adapt it for you own project.
