How can I rescale a bitmap without using IMAQ

How can I rescale a bitmap without using IMAQ, I know i need to interpolate 2d array and average 2d array, but my color table gets all messy.i need code examples for this to expand and reduce bitmaps. Please help!!!!

There is an example without using IMAQ.
I have not tested it, so good luck!
In case you don't manage to get a good result, get in touch with me directly I can build a DLL containing IMAQ functions that you can use in your vi.

I dont want to bundle IMAQ with my application hence I have been looking for a freeware dos convertor without joy.
