How can I rescale a bitmap without using IMAQ

I need to rescale bitmaps, to make them larger and smaller in a picture window. How can I do this without using any IMAQ Tools.

If you only need to do this once, you can do it manually by just cut and pasting the picture, it will become a pice of decoration that you can manually stretch, then replace the original.
To do this programmaticly you need to have the bitmap as an array of pixels and interpolate to expand or average to shrink.
