Here is what fixed this for me.  I have a network repository where all LabView code is developed.  I copied the executable along with its required DLLs to a new longer directory.  No matter what backup version I placed in this directory, I got the above error.  Simply shortening the directory path fixed the issue, allowing the executable to load and run correctly.
