Why the second loop?

You timing logic can be put in the TO event case and wire a small TO value...

That is good if he doesn't already have much happening in the timeout case. But having no idea what value he currently has wired to it, or how often the event structure is triggered, I thought the extra loop would be a surefire way 🙂
