Error installing NI-CRIO version 2022Q3

I am attempting to install CI CompactRIO and Drivers version 2022Q3 onto my machine and I am getting the following error.

An error occurred while upgrading from package 'ni-ivi-runtime (21.0.0.49152-0+f0)' to 'ni-ivi-runtime (22.5.0.49164-0+f12)'.

Additional error information:
An error occurred while creating a process to run command '"C:\Program Files (x86)\National Instruments\IVI\\IVISharedComponentsWrapper\IviSharedComponentsWrapperBundle.exe" -silent -norestart -uninstall NIPMLAUNCHED=1'.

I have attempted to track down the reason for this error to no avail.  Any assistance would be appreciated.

I got the same error message when removing a package. The fix for me was to repair all packages using the NI Package Manager.

I forgot to mention:
I'm running windows 10. I also allowed the entire National Instruments folder containing the NI Package Installer executable through my firewall and turned off my Real-time protection in the windows security settings. And I updated the package manager.
