Error 42 when building application or publishing web service

Running 2018 and 2018 SP1.

 

Attempting to build a LabVIEW application that includes a web service.  During the initialization phase, LabVIEW visually blacks out (see image), and the build stops with the error:

 

An error occurred while saving the following file:

C:\Program Files\National Instruments\LabVIEW 2018\vi.lib\registry\registry.llb\Registry refnum.ctl

 

No more details provided.

 

Found that if I disabled the Web Service from the build (uncheck it from the Web Services page in Build Properties), the build can progress past this stage.

 

Tried publishing the web service from LV.  LabVIEW blacks out again, and I get more details in a pop-up:

Possible reason(s):

LabVIEW: (Hex 0x2A) Generic error.

 

Previous versions of our application have built successfully in the past.  In those past occasions, the windows also appear to "black out," but the application had built successfully.

 

1. How to resolve this error and build successfully?  Is the web service causing this?

2. Why does LabVIEW appear to "black out?"  Is there a way to avoid this?
