EXE Cant find dll... even if placed in root of exe and data directory...

I feel like this image does the job - the dll in question is also in the data directory from the build spec...   I know I redacted the text but the dll names are the same any ideas?

This dll may depend on other dll's or components that are actually missing.

EDIT:  I did run into a strange issue after making this realization - the top level app (I made the agctest exe to troubleshoot this issue) still cant find these dll's unless theyre in System32...
