Is it at all possible that the AppBldr is already installed? This feature does come with the Professional Development System, so if you have that LabVIEW package, then there is nothing left to install. You could check to see if the AppBldr is installed from MAX (Measurement and Automation Explorer). Just expand the Software tree element in the column on the left. There you should see a list of all the NI software and drivers installed on your machine. You should see LabVIEW 7.0 in that list. You can click on the plus by LabVIEW 7.0 to expand it and see all the modules installed with it. Do you see the Application Builder there?
