After reading your posts I pulled up some relational algebra theory and you are correct it is ordrered. I spoke to soon without double checking. My mistake.
I was thinking a table in relational algebra was a set of sets. This is not the case, it is a set of tuples. Basically a table is a set and each row is the tuple. Collation defines the row (set) ordering and the ordinal positioning of the columns is determined by the position in the tuple (positional object). I take back what I said about the flaw.
