Chart multiple y-axis scales out of order

Hello,

 

I have the attached multi-axis chart.  As you can see the y-axis scales on the right are in a different order than the legend at the bottom.  (The legend is the "correct" order).  I can't figure out a way to fix this.

There are only y axes on the left side of the graph...

And how are those scales related to the plot legend? Plots and axes are different things...

Does plot 1 go to axis 1,  plot 2 to axis 2, ..... ?

 

If you have plots 1, 2, 3, 4,  but they are mapped to axis 1, 4, 2, 3, respectively then they will "look" out of order.

I checked the plot to scale mapping and they are how I would expect - Plot 0 is mapped to Scale 0, 1 to 1, ect.

 

The order the scales are displayed from left to right is: 0,1,4,5,3
