Have you tried any of the steps listed here - https://knowledge.ni.com/KnowledgeArticleDetails?id=kA00Z000000P70sSAC&l=en-US 

 

Are you using some kind of source control that could be causing an issue? Attach you VI and maybe a member can work their magic on it.

I also see you are trying to use a 64-bit version of LabVIEW.  That may cause issues with a lot of toolkits that were never ported to 64-bit.  Trying using a 32-bit version of LabVIEW.
