I don't think anything from this patch would change anything for this particular bug. Here is a list of changes covered by the patch if you're interested.

I am going to try to follow the steps you provided to reproduce the error and see if I can get the same result. I'm not sure that reinstalling is completely necessary. If it is a problem with your LabVIEW installation perhaps an installation repair would be less invasive.

I installed LabVIEW 2013 on multiple computers and I got the issue everywhere. I don't think a complete reinstalling would help.

Just as an update:

I still do not have a solution for this annoying problem.  I am not happy giving my customers software that has this blank bar on top, right side, and bottom.

Hello hartzde,

I believe a workaround for this issue was found and posted to a more recent thread; refer to:

Thread: Extra White Space from Hidden Menu Bar (Solved)

This just happened again, with LabVIEW 2015.

The easy solution: create a new blank vi, copy your block diagram from the 'white bar' VI to the new one, fix the icon, set up the connector pane, and you're done.

Probably corruption in the VI; copying the block diagram leaves corrupt BD behind...
