Since there was a listbox mentioned, I'm pretty sure we are talking about the options dialog (Tools->Options).

The VI Properties dialog uses a ring and a subpanel.  So the concept is still the same.

Like crossrulz said, the two work in basically the same way, but the general preferences dialog uses a listbox. There should be an example on LAVA (I think Jon Green posted it in the CR) which shows how to add pages to the preference framework. If I remember correctly, the framework itself is password protected (the code for it probably somewhere in the LabVIEW\Resource folder or in vi.lib), but I think that some version of it should also be available as an NI labs download.
